OPM: Agencies Not Taking Advantage of Hiring Flexibilities

This June 2004 article from Government Executive summarizes the findings of an OPM survey regarding the use of hiring flexibilities, such as the use of category ratings (which can be used instead of the "rule of three") to identify the best job candidates.  The survey results are quite disappointing in that few agencies seem to be using the new flexibilities.
