can do to make better use of the hiring process--and what more agencies need
to do to help them.

the use of hiring flexibilities, such as the use of category ratings (which
can be used instead of the "rule of three") to identify the best job
candidates. The survey results are quite disappointing in that few
agencies seem to be using the new flexibilities.
